While the article on Application for Dropping of Courses states that you may drop your courses with the consent of the FIC and Dean, you do not necessarily need to contact them prior to applying for dropping. The Dean's consent is granted upon approval of your application, and the FIC's by giving you a DRP-Official Grade. 

It would be better, however, to let your FIC know about your dropping plans, so that they will know not to expect you from the course. The FIC may also request to have you removed from the MyPortal class list.
